Karnataka Opens Revised e Swathu Process from November 2 For Rural Properties without Registered Records

BENGALURU: Karnataka will accept applications from November 2 under a revised e Swathu process that eases document requirements for certain rural properties. The state expects the change to help about 30 lakh families, including residents of village settlement areas who lack registered property records. Documents are scheduled to be issued from December.

Rural Development and Panchayat Raj Minister Eshwar Khandre said the changes follow amendments to the relevant panchayat tax rules and updates to e Swathu 2.0 software.

For eligible gramathana properties, officials can use electricity bills dated before April 7, 2025, along with a site inspection, as part of the verification process.

The relaxation does not cover every rural plot. Ownership complaints, court cases and land-status issues will still be checked. Properties involving B-kharab land remain outside the announced relief, pending further review.

New Route for Long-Settled Families Without Deeds

The change in e Swathu online targets a long-standing problem in rural settlements. Some families have lived in the same place for generations but do not hold registered documents for their homes. Under the revised process, the absence of such a document will not by itself block an application for an eligible gramathana property.

Gramathana refers to the village settlement area covered by this part of the policy. The government will use field inspection and supporting records to assess eligible claims. An older electricity bill will serve as one basis for that process, rather than as automatic proof of ownership.

The announced timeline and conditions are:

FeatureRevised Provision
Applications openNovember 2, 2026
Document issue plannedFrom December 2026
Estimated reachAbout 30 lakh families
Main categoryEligible rural and gramathana properties
Supporting evidenceElectricity bills dated before April 7, 2025, with site checks
Forms coveredForms 11-A and 11-B, as applicable
Key exclusionPlots involving B-kharab land
False informationCan lead to cancellation

The minister said the amendments in e Swathu online could make more than 90% of rural properties eligible for Forms 11-A or 11-B. This is the government’s stated estimate, not a count of applications already cleared. Actual coverage will depend on the facts of each property and local verification.

The opening date also should not be confused with the date of document issue. Applications begin on November 2. Distribution is planned from December, after the required process. The announcement does not promise that every person who applies on the first day will receive a document at once.

Agricultural Homes and Housing-Scheme Properties Also Covered

The revised process includes certain buildings on agricultural land that are used for residential or agricultural purposes. The government has simplified the route for obtaining Form 11-B for the covered categories.

Housing-scheme homes may also qualify where the issuing authority confirms the beneficiary’s entitlement, even if the person does not have the original title paper. This creates a way to verify the claim through the authority that granted the home. It does not remove the need to confirm the entitlement.

Other covered cases include properties occupied by traditional forest dwellers who have received title under the Forest Rights Act. For the agricultural-land provisions described in the announcement, the combined plot area, including the house, courtyard and backyard, must be within 4,000 square feet.

The main categories described by the government include:

  • Eligible gramathana homes without registered records
  • Certain residential or agricultural-use buildings on agricultural land
  • Housing-scheme properties backed by confirmation from the issuing authority
  • Covered properties of forest dwellers with recognised titles
  • Land adjoining homes in Malnad areas, subject to the applicable conditions

These categories have different supporting facts. A housing-scheme allotment, an old village home and a titled forest-dweller property do not rely on the same papers. The revised e Swathu online system is meant to give each covered case a route into local property records.

Karnataka’s registration department already provides official information on e Swathu online. The latest policy concerns changes to the rural application and verification process, rather than the creation of an entirely new record system.

Ownership Disputes And B-Kharab Checks Remain

The government has retained safeguards against false or disputed claims. Officials will check complaints that an applicant is not the owner. Pending court cases and ownership disputes can affect the application. Applicants may also be required to give an undertaking.

An e Swathu online document can be cancelled if false information is later established. The process should therefore not be read as an unconditional grant of ownership to anyone who submits an old electricity bill. It is a local property-record exercise with checks attached.

The relief also excludes plots formed by including B-kharab land in revenue areas within gram panchayat limits. This issue affects some layouts on the outskirts of Bengaluru and other urban areas. Khandre said it would be discussed with the Revenue Minister.

He linked some pending cases to handwritten khatas, missing pahani records and uncertainty over whether B-kharab land forms part of a layout. Officials must establish the land’s status in line with court directions before completing those cases.

The next test will be local implementation. Gram panchayats will need to manage site visits, check evidence and deal with complaints as applications arrive. For families covered by the relaxation, the immediate change is a chance to apply without the registered papers that had previously blocked their case, not a waiver of all land and ownership checks.
