Dwarka Expressway Commuters Eye Annual Toll Pass from November 1; School Bus Waiver Sought

GURUGRAM: A new annual toll pass will take effect at eligible National Highway toll plazas from November 1, offering relief to private vehicle owners who live within 20 km. Residents along the Dwarka Expressway have welcomed the move and renewed their call for toll relief for school buses serving Delhi and Gurugram.

The annual charge will be ₹1,500 at plazas outside municipal or local town limits. It will be ₹3,000 at plazas within those limits. Eligible users must own a non-commercial vehicle with a valid, working FASTag. The pass will cover only the toll plaza for which it is issued.

The Dwarka Expressway Gurugram Development Association (DXPGDA) said the scheme would make travel through the Bijwasan toll plaza more affordable. However, the government’s rules include exclusions. Living near a plaza alone does not guarantee a pass, and users must meet the conditions for that location.

Annual Local Pass: Fees, Eligibility and Key Dates

The Ministry of Road Transport and Highways announced the scheme on October 27. It gives eligible residents a choice between the existing monthly pass and the new annual toll pass. The yearly option could reduce the need for frequent renewals for people who cross the same plaza each day.pib.gov+1

The pass will be available at eligible toll plazas from November 1. Access through the Rajmargyatra mobile app is scheduled to begin on December 1. These are separate launch dates, so the app facility will not start with the toll-plaza rollout.

FeatureAnnual Local Pass Rule
Start date at eligible plazasNovember 1, 2026
Rajmargyatra app accessDecember 1, 2026
Eligible vehicleNon-commercial vehicle
Residence requirementWithin 20 km of the plaza
FASTag requirementValid and functional
Fee outside municipal or town limits₹1,500 a year
Fee within municipal or town limits₹3,000 a year
Area of useOne specified toll plaza
Transfer to another plazaNot allowed

The scheme will not apply to highways or expressways that use a closed user-fee collection system. Such systems charge toll based on the stretch used. The pass will also not be issued where a service road or an alternative road is available for commuters.

These limits are important for applicants. The ₹1,500 and ₹3,000 charges depend on the location of the toll plaza, not on the driver’s choice. The official announcement does not identify a specific annual rate for Bijwasan. Users should therefore confirm the applicable fee and eligibility at the plaza before paying.

The government may revise the rates each year, with changes taking effect from April 1. The scheme was notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026.

Bijwasan Toll Costs Remain a Concern for Residents

The annual toll pass comes after toll collection began at Bijwasan earlier this year. Private cars without a local monthly or annual FASTag pass pay ₹220 for a single journey and ₹330 for a return trip. Those charges have made daily travel costs a concern for people moving between Delhi and Gurugram.

The Bijwasan toll is linked to the Kherki Daula toll plaza. Motorists who cross Kherki Daula first pay only the adjusted difference at Bijwasan. The arrangement is intended to prevent double tolling on the route. Residents of New Gurugram have nevertheless continued to seek the removal of Kherki Daula plaza.

DXPGDA had raised the need for more flexible local passes before the latest announcement. In a June 11 letter to the Indian Highways Management Company Limited, it sought:

  • Quarterly and annual recharge options.
  • Concessions for longer subscriptions.
  • Toll relief for registered school buses.
  • Better digital access to pass details.

The association sent a copy of that letter to the NHAI project director for the Dwarka Expressway. It has now welcomed the annual option while keeping its wider requests before the authorities.

The new local pass is also distinct from NHAI’s wider FASTag Annual Pass. That separate product is valid for 12 months or 200 toll crossings, whichever comes first, at covered plazas.

The local scheme announced in October is tied to one eligible plaza and a nearby resident’s eligibility. Commuters should not treat the two products as interchangeable.

School Bus Concession Sought, But No Waiver Announced

The residents’ association has renewed its request for a full toll waiver or concessional rates for registered school buses operating in the National Capital Region. This remains a demand, not an approved exemption under the new local pass scheme. The announced pass is for eligible non-commercial vehicle owners.

Many families living along the Dwarka Expressway use schools in Delhi or Gurugram. The association said repeated toll payments add to bus operators’ costs and can raise the transport fees paid by parents. It wants a special school bus pass or waiver to ease that burden.

DXPGDA has also argued that cheaper bus travel could support organised school transport instead of separate car trips. It said families should be able to choose schools across the two cities without an extra toll-related barrier. These are the association’s stated reasons for seeking relief.

A further request concerns digital records. The group wants commuters to be able to check pass validity, recharge history, toll use and remaining eligible trips through the NHAI website or app. It has also sought expiry alerts. The announcement confirms app access from December 1, but it does not confirm that all these requested features will be included.

For now, the confirmed change is the launch of the local annual toll pass at eligible plazas on November 1. Relief for school buses, expanded digital tools and the long-running demand over Kherki Daula remain separate issues awaiting action.
